Sanctuary says it's protections work when a creature targets it for an attack or hostile spell. So, Sanctuary does protect the warded creature from the cannon and it is the cannon's owner that makes the saving throw since it is they who are doing the targeting.

If you're going to add a way to quickly and easily craft magic items (beyond what the class currently gets) then it needs to lose something also. It's an unfortunate fact that dnd 5e isn't designed around, or balanced for, PCs to be churning iut magic items.

Therefore, it's clear that the Artificer makes the attack. This means that basically everything about the attack, other than the point of origin, is determined by the Artificer.
