I didn't cut the bumper fascia, as it easily bent up to make room for the hitch receiver, and didn't seem to distort any other plastic. The crossbar of the hitch is almost completely hidden ... I did cry inside when I drilled holes in my '18 bumper but 3D printed a cover plate to keep moisture out when not installed.
